Removing the wire from the sending unit and grounding it should peg the gauge on empty. If it doesn't, check the wire for continuity. If the wire is good the gauge may be bad.
If the gauge proves good, remove the sender and check the resistance through it's travel. It should vary from 0 to 30 ohms.
