Just weird is all. (1) Which horn type are you referring to? Presumably, you are referring to the "seashell" horn, perhaps a dual-horn set? The bracket you link-to looks like a dual-horn bracket (two are needed) - see next answer. (2) My guess is that one of those brackets are needed for each of the dual horns.
