Thanks, guys. You have given me the leads I need. The system uses universal tractor fluid, not 80/90 gear oil. Lack of volume certainly seems to be the most logical cause of the problem, and I had no idea that PS pumps could be adjusted--I never needed to know. I have a GM pump that I'll take to rebuilder to examine and tweak for proper flow. Thanks again.
