That appears to be a Bonney Forge & Tool Works tool post wrench.

If you want to learn more about old wrenches, there's a great web site called Alloy Artifacts It's where I looked up the patent stamp/trademark on your wrench.

The "25F" is the old way ("Standard") to identify wrenches before they just labeled them with the sizes.
