Yes it does. You can use POR 15 and fiberglass mat and it is better than resin because you can put it over rust and it will stick and stop the rust as well as fill the hole. I agree that fiberglass resin and mat suck, but we aren't talking about that.
i done mine that way, works great. That POR 15 is pricey but it does do the job.
