not sure just what you're seeing Lee, but the only thing shown in the assembly manual for that area is rubber antisqueak pieces - after decades of exposure to the fumes and heat it might start looking like some sort of tar, but originally it was what the vendors supply [FP804], or real close - a channel shape that goes on the back of the inner fender, a short piece that goes at the top of the fender where it's against the cowl, and a longer strip that goes where the fender and inner bolt together at the top .... there's also a flap 'stapled' to the bottom of the inner that isn't available
