go to the scrap yard & find a big piece of 1/2" thick angle, say 6" x 6" or bigger. most of one leg could be cut off leaving enough for your two bolts with a space cut out inbetween to clear the king pin. look at speedwaymotors.com & checkout some of their steering arms. they're made in an "L" shape just like you describe. they way be cut from an angle & if not they certainly could be.
