A rebuilt engine that smokes bad enough you got a letter???? Something is wrong.
It might smoke for a few minutes after the first start up, but should clear up pretty quick unless maybe the exhaust system is burning out old oil.
Sounds to me like whoever built it may have broken a ring or two.
