Prices will vary mainly on the condition.
If he has the right to sell the truck (meaning he actually owns it), he should be able to obtain a title for it. If anything, at least a duplicate.
I wouldn't buy the truck without a title (unless you only want it for the parts). There are lot's of trucks for sale with titles.
