Hy 49BOLT, you must remove the axle to repair your leak, so I guess they expect you to cut off the rivets and replace with bolts when the repair is completed, just as you suspected. There are many methods for rivet removal, just use whatever method you are comfortable with, and try not to damage the thin retainer flange, good luck.
