Yes and no.
Yes you can do it that way, but you then need shims to adjust the angle after the fact (not likely to be right initially).
No.. it's not the best way, especially considering you will already have the perches off the axle which is the perfect opportunity to set it all up, measure, adjust, and triple check. Then weld them on at the exact angle/position needed to set the pinion angle with no shims necessary.
