So if I have a 1949, 3800 with a 216 motor, manufactured per the vin number referenced to the vin decoder link on this site, it was put together December 1949 in Kansas City, would I be looking at a thrift or a load?

At what point of truck size did it change? Loadmaster only for 4000 & 6000s? Above a 3100?
