Removal of that cross member may require cutting it into. On my 58 I could not get it out in one piece.
Make sure everything is where you want it before you weld. drill a hole through the tubular pipe and tie downs and put in a bolt to keep everything aligned as you bolt it to the frame.
When it all fits do the welding.
