Yes, I think I figured it out. The bottom of the spring does clip around the finger. The top or other end of the spring is not attached to anything and must lay on the bottom of the box.
I was able to fix this and the truck seems to be much better. Now can I adjust the box where it rides on the steering column? looks like it rides in this little cut out on top of the steering column.
