Stoney - if you're thinking of a permanent primer job, what you want is epoxy primer, which is tintable in a limited range, but 25$ a quart isn't likely for anything worth using
also you might try to find an original truck to look at and note the quality of the finish, can't imagine any modern repaint any worse than a 50's assembly line job
