From looking at the photos of the carburetor, it appears that the manual "hand operated throttle cable" might be causing the binding. Temporarily disconnect the throttle cable at the carburetor and operate the throttle using the accelerator pedal and it's linkage. If it operates smoothly without binding, and returns to it's spring loaded position then you have a problem with the HAND CABLE throttle binding the system.
