Have you checked to see that the two valves on #1 both have clearance (ie completely closed) when the rotor is pointing at # 1 spark plug wire? It will not run if that is the case. You can do this by putting the pointer at the ball with the rotor pointing at #1 and with the valve cover off, check to see that there is play in the rockers of both valves on #1.
If everything is set, I would dump a little gas down the carb and give it a try. If the timing is too advanced, it will stop dead in the middle of cranking. If you are near success, the motor will start to turn faster and you might hear some muffled explosions.
