this stuff might work, found at some auto parts places - they have an 800 number for questions .... there's 2 considerations > being nylon or similar material the belts won't likely hold normal fabric dyes, so you'd wind up with black on yer nice white tennis shorts
the 2nd is, if they're badly sun faded, replace them with new instead, they've been weakened by UV
