you can have a machinist turn the seal area until it is smooth and probably find a seal with the same OD and a little smaller ID.

on line oil bearing and oil seal shop I have bought lots of parts from these people and their service has been excellent so far. They are based in the UK but do ship internationally.
Another solution would be to get the ridged area on the axle built up with metal and ground back to the original size so that you could use the stock size of oil seal on the axle. One process for this is called Metal apraying or flame spraying in the UK, I'm sure there must be companies who provide this service in or around PA too.
