210 is fine for the engine, however there is not much margin even with the 7# cap, the '87 camaro and firebirds ran at 230F (however with a higher pressure cap)
1300cfm is really low for air flow. you should be around 1800+ however at speed you will be getting much more air.
have your stock rad cleaned, that will most likely be the limiting issue, or have it re-cored
