Check out all years of VW's. They had bumper "grommets" that are rubber and are long slotted, but I don't know their size. I Just remember that much. I believe the bumper bracket went thru them and the grommets went against the body? They are on Ebay brand new for $2. Maybe you can bond them with 3M rubber seal, onto another suitable piece of rubber and make something that looks right? Don't know.
