The inside edge of the bracket looks better against the flange of the stake pocket in the corner where it mounts to the bed on the backside of the stake pocket, plus the license plate looks better toward the back of the stake pocket as it is mounted on the bracket. All that I have seen of the late 30's and early 40's Chevrolet pickup trucks mount this way.
