No, the tag is riveted in place and was issued by the State of Cal. There is an identical one on the frame rail just ahead of the steering box. I thought I had a pic somewhere - will post it shortly.
The stickers have the same serial number, but the "control numbers" or some such State-inspired nonsense are different.
Also, the serial number on the engine doesn't match anything I've found on line for assembly plant or ????
