Yoou don't mention much about the history, last driven, oops It must of run when they parked it.
Really, drain the tank and line and start with fresh fuel with aditive. I'd pull the carb and clean and adjust. May or may not require a kit. While you are doing this, soak the valve train with whatever is mentioned above or diesel.
The only time I have experienced standing fuel in the manifold was from carb, the bowl being stuck. Just me though.
