I'd investigate replacing the hoops with modern tubeless tire hoops. I don't know what size might fit, but widening these wheels would not solve the issues about being tube type and have the tube type rim profile.

You might want to talk to one of the shops that make custom wheels. WheelSmith is the name that comes to mind but there are others.
