If your manual throttle is connected there is a chance that it is holding the carburetor linkage on a higher idle.

Also check the surface where the idle screw rests. It should be stepped so that as the choke is closed the idle speed setting is increased (you should always depress the gas pedal when closing the choke). Most of the time the idle will not drop off of this step by pushing in (opening) the choke, you have to blip the gas pedal.
