Although I will agree a mill would be the best choice, a drill can accomplish this task if you keep the rpms down. When you say elongating, you don't mean enlarging, correct? You are trying to make the holes oval so the narrower/wider u bolts will fit. How much do you need? 1/4? 3/8?
