yes, just hold it in the right position and tighten, if the wedge is slippy it'll be moveable no matter how much you tighten
the brake light lines do run thru the switch because it's the brake element that is made to blink, if brakes are applied with no turn on, it goes right by, when a direction is selected the power for that side is re-routed via the flasher - there may be a bad connection at the switch inside [maybe from it moving around in the past], but if it's not from a pinched wire [cut or bared], it'll likely mean a new switch
