Thanks for the your replies, sandblasting is out of question but may as you both suggessted cleaning with phosphoric acid or spray eastwood rust encapsulation I guess. I dont care how it looks behind the dash, I just dont want any more rust.
Hard to clean the rust to bare metal not happening at all
