Just unplug the electrical connector at the vacuum switch. That will disable the lockup clutch, and you can work on getting the 1-2-3-4 shift right with the TV cable adjustment. THEN you can deal with the lockup clutch, strictly from a vacuum/governor pressure standpoint.
