I can't talk about how things are done in Oregon, but in Texas, my Year of Manufacture plates are VERY cheap, only $60 for 5 years. I'm limited to driving to car-related destinations, specifically not work. I think the idea is that I'm tearing up the road much less than a driver, and that justifies the lower cost.
It would be a different story entirely if I was paying regular price for the tags.
