The 1-3/8 is the wheel cylinder diameter. and 12" for the drum size would be about right.

The documentation says a '49 1-ton has 12x2 in the front and 14x2-1/2 in the rear.
A 3/4-ton would have 11x1-3/4 brakes in front and 12x2 in the rear. Either you need to look again at your rear brakes or they have been swapped for 3/4-ton brakes.
Or I suppose its possible Chevy's
documentation is wrong. I've been getting that a lot lately, no one seems to trust Chevy's documents over what they see on their own 50 and 60 year old truck.
It seems far more likely to me that something has been changed than that Chevy didn't know what parts they put on their trucks.
