The horn relay should have three terminal/wire connections. A large gauge wire from the trucks battery, a large gauge wire from relay to horn and the smaller gauge wire that runs up the inner steering column to the horn button.

If you use a short piece of wire and ground the relay terminal that goes to the horn button you should hear the horn toot or should hear the relay click.

If doing this makes the horn blow it indicates a problem in the horn button or its wiring. If the relay clicks but no toot, it means the horn is bad or relay contacts for the horn are defective.

If the horn doesn't toot and the relay doesn't click it means the relay is bad.

All this monkey motion is intended to focus your troubleshooting on either the horn button OR the horn/relay combination. It will tell you which item to explore further.

You must have battery power to the relay...have you checked with a meter or test light!
