The 228 was 3 9/16 bore while the 248 was 3 23/32 bore. The rods and crank are the same. I have seen 228's bored to 248 std. I would be afraid to go oversize. A good machine shop can sonic test the cylinder walls to see how much you can bore. There are lots of 248's around. I would start out with a 248 block and then go .060 over and you know you are within limits.
