First:
Make sure the base (mating surface) of the valve cover is flat/true.
Place new rubber grommets in the two bolt holes.
Then:
Remove the old valve cover and carefully clean the mating surface.
Take out the two bolts from the appropriate rocker-arm posts.
Place the two new studs in the posts.
Tighten a nut down to the post (I do not know the torque value, or what washer or where to place the washer, if any).
Put on the valve cover (with rubber grommets in the bolt holes).
Tighten the acorn nut (I use a flat washer under the acorn nut).
Use a new valve cover gasket (a thick one, if available). Do not over-tighten.
