you might consider exactly where the bleed-thru is happening, it may be that some areas didn't get enough film thickness, or maybe it's happening around places where joints of cross members or mount pieces didn't get cleaned well or didn't get enough paint wicked in .... might be dealt with by just cleaning and recoating those particular areas rather than a complete stripping and repaint
