In Colorado, it is very expensive and timely to get a new clean title. It takes alot more than a bill of sale. I spent over $500 in fees and bonds plus an additional $1500 in parts getting a free titless vehicle road worthy, road worthy inspected, VIN inspected, temporarily permited and finally titled with 5 year collector plates (it would have costed about $150 for the 5 year tags on a non-running insured and titled vehicle).

Furthermore, CO is very skeptical, difficult, or downright deny out of state new titles from certain states that are known to be easy to establish titles. Like the businesses that offer to buy your vehicle, title it in their state and resell the vehicle to you with that state's title - Neveda or Utah does this and some state out east does it, too.
