I would think that it is home made from the photo as well. It could be, but the photo does not show, very well, the way that the guard is curved to fit the truck. If you look at the photo closely you can see how the bottom is curved down in the center, and the whole guard is curved back on the sides. So if it is one of a kind, it was made by a skilled metal worker in a very well equipped shop. When you look at it, it appears to be professionally/factory made. My feeling is that it is not one of a kind.
