I've used a product called Rust-Mort that is supposed to chemically convert rust to "primer". I know it stops rust in its tracks, and turns it into a hard black substance. I wire-brush the remaining residue to remove loose flakes, and use rattle-can spray undercoater to prevent further rusting if no sheet metal repair is necessary.
