Ditto what Jerry said. Something that is a big factor in the problem you're having is that the friction material hasn't had a good surface to seat in on. Brake friction does require a certain Roughness Average (R/A) to allow for proper seating on break in. I say do like Jerry suggests, find a shop that'll just true them up.
