Try pouring a can of Marvel Mystery Oil down the plug hole. It has worked for me on engines that have set as long 20 years. Let it sit for a week or two and try to break it loose by hand if possible. If it is just frozen piston or rings it should work. If the bearings are froze you may have to disasemble.
