Well Air Chevy, if you used a standard two jaw puller on your balancer you probably just ruined it. There are two threaded holes in the hub and that's the only place that you should be pulling on it. The outside ring is supported by vulcanized rubber.
Like the guys have said, soak it good with penetrationg oil and keep some tension on the puller, might take a couple of days of soaking with pressure on it to pop it off.
