Basicly you can primer over any old finish, especially if your just covering up some bare metal. Most of todays urethane products recommend that old finishes be striped. Main thing is read the directions that come with every product or talk to the guy thats selling you the materials. With the price of materials now days its best to follow directions, because a bad paint job can comeback to haunt you.
