It is a Carter W-1. There is a bracket that holds both the choke and throttle cables. The choke is fine, but the throttle cable just points down at the connection where the throttle rod connects to the carb. There has to be some kind of slip mechanism that allows the gas pedal to operate without the throttle cable functioning. If you had that mechanism you would be my hero!
