I don't think it'd be that easy. I saw one made with a roots blower on top, and it was novel, but I don't think it would be very easy to fabricate.
I'd probably start with mandrel-bent header primary pipes and weld them to a common plenum above the valve cover. On top of this plenum would mount a 4 bbl carburetor. It would be an interesting experiment and would probably run reasonably well. But frankly, I think I'd get a lot more power out of a turbo using the stock intake because it would be force fed.
