In regards to your concern about there not being enough threads to hold the bolt, 1/2" of threads is a normal amount of threads for a 3/8" bolt in cast iron. The bolts on a stock 216 water pump screw into the block 1/2".
I wouldn't recommend drilling the hole more than 3/4" deep as you could run the risk of drilling into the water jacket.
If you did break through into the water jacket a person could use Permatex sealant on the threads to prevent leaking.
