If you're running it with gas put into an old fuel tank that hasn't been cleaned the new gas will dissolve the old gas/varnish which will become varnish again when you shut it off & the fresh gas evaporates, sticking the valves shut. Clean or replace the old tank, lines & fuel pump & the problem should go away.
