Your question has been answered, so this is a moot point. Every fastener has a torque specification that is based on its size, thread configuration and tensile strength. If you are given this info, you can come up with a torque spec.
The thing to note is that many bolted components aren't sensitive to torque values, you just stick them together, oink the bolt down and you are good to go. The cylinder head is sensitive to not only torque but also torque sequence. The bellhousing to engine connection isn't particularly sensitive to torque, hence the suggestion to "Give 'em a good grunt!".
If you have a torque spec, a torque wrench and want to take the time, by all means do it. As you become more familiar with the machine, you will learn what needs this drill and what doesn't. That's how I see it.
