To get a shot like that you need a camera that you can control the shutter speed. Set it to like 1/15 sec (or slower), be in a car moving the same speed as the subject vehicle and hold the camera steady on the subject and shoot. The long exposure will blur the stationary background but because you were steady on the subject it will be sharp.
You can do the same thing standing on the side of the road and following the car with your camera but you only get a few frames each time the car passes.
