ok i had the same problem. had a truck with no title in the state of california (which ca dmv is no help what so ever). I got ahold of an old vin plate from a previous parts truck i had, made sure it was clean and had no problems, got a title from a title service, and then went to an auto registration place and they did all the paper work for me and inspected it there. in total cost about 400 dollars.
